Myth Buster : SSC CGL State Allocation 2013 / 2014

Some food for thought for people spreading rumors and misinformation about SSC CGL 2013 / 2014 State Allocation :

I had a conversation with an SSC official regarding this matter. He explained a few points but they are not SSC stand point so don't blame me and read on your own risk :P  ( please don't ask me about result dates, cutoff etc. , I dont know , neither does he )

SSC has decided not to allocate the states and left it to user departments. This is should not be a problem at all because user departments will follow merit list and ask for your preferences. SSC decided to do this just because it took SSC a lot of time and work for this trivial stuff and due to this result got delayed overall for even those categories where there was no state preference to be filled.

In fact for your knowledge , even UPSC does not allot the state cadres in civil services , it just allots you a service according to your preference and forwards the result to respective departments. The departments are then responsible for cadre allocation according to preferences and rankings.

So again advising serious aspirants not to fall in the trap of rumors and mark their preferences according to their marks and job they desire. In this RTI era you can always check whether the department you are finally allotted has given you state according to your preference and rank or not. Don't always be so pessimistic about changes being done, they are for your own good.

All the best for SSC CGL 2013 TIER 2 result and hopefully will see you guys during interviews.
This is my last post before SSC CGL 2014 Tier 1 probably , so good bye for 2 weeks.

The All India Services Act, 1951 provides that the Central Government may make rules for regulating the recruitment and the conditions of service of persons appointed to the All India Services. Presently only the IAS, the IPS and the IFS have been constituted as All India Services. Recruitment to these services is made under the corresponding AIS Recruitment Rules and may be done by Direct Recruitment (through Competitive Examinations) and by promotion from the State Service (through a Committee convened by the UPSC). The AIS Branch is concerned with the latter mode of recruitment which is governed by the respective IAS/IPS/IFS Promotion Regulations.

Information About Union Public Service Commission (UPSC) and its Exams

Indianisation of the superior Civil Services became one of the major demands of the political movement compelling the British Indian Government to consider setting up of a Public Service Commission for recruitment to its services in the territory.

The first Public Service Commission was set up on October 1st, 1926. However, its limited advisory functions failed to satisfy the people’s aspirations and the continued stress on this aspect by the leaders of our freedom movement resulted in the setting up of the Federal Public Service Commission under the Government of India Act 1935. Under this Act, for the first time, provision was also made for the formation of Public Service Commissions at the provincial level.

The Constituent Assembly, after independence, saw the need for giving a secure and autonomous status to Public Service Commissions both at Federal and Provincial levels for ensuring unbiased recruitment to Civil Services as also for protection of service interests. With the promulgation of the new Constitution for independent India on 26th January, 1950, the Federal Public Service Commission was accorded a constitutional status as an autonomous entity and given the title – Union Public Service Commission.

RECRUITMENT BY COMPETITIVE EXAMINATION

Under the Constitution one of the functions of the Commission is to conduct examinations for appointment to Civil Services/Posts of the Union. In addition, competitive examinations are also held by the Commission under arrangements with the Ministry of Defence for entry to certain Defence Services, through the National Defence Academy, Indian Military Academy, Naval Academy, Air Force Academy and the Officers Training Academy.

The Commission usually conducts over a dozen examinations every year on an all India basis. These include Examinations for recruitment to services/posts in various fields, such as Civil Services, Engineering, Medical and Forest Service, etc.

For an overview of examinations regularly held by the Commission. See "Overview of Examination" under this Chapter.

At present the Union Public Service Commission conduct their examinations at numerous venues spread over 42 regular centers throughout the country.

Government of India Administrative Setup

There are various categories of jobs under Government of India.

All the jobs are divided into 3 Groups namely A , B and C. (Group A being the highest and C being lowest )

All jobs carry Grade Pays and are placed in 4 Pay Bands . ( Pay 4 being highest and 1 being lowest )
Different Pay Bands are as follows :
Pay Band 4 - 37400 - 61000
Pay Band 3 - 15600 - 39100
Pay Band 2 -   9300 - 34800
Pay Band 1 -   5200 - 20200

Group A jobs are higher in rank and pay more , followed by Group B and at last by Group C jobs which are the least paying ones. But their is no hard and fast rule about relation between Group and Pay Scales. For example : Income Tax Inspector and Inspector ( Examiner) with 4600 Grade Pay are classified as Group C where as there are some posts such as Sub Inspector CBI and Inspector of Posts with Grade Pay 4200 are classified as Group B. ( weird but that is how things are in our government !!!)

In this post I have compiled a table of Pay Scales , Grade Pay and Equivalent ranks in Central Government , Army , Police and Income Tax.
